Operations Officer has strong leadership skills and oversight
responsibilities for various departments to include Buildings and
Grounds (Facilities Services), Transportation and Safety and
Security. The COO is responsible for coordinating, monitoring, and
prioritizing each department and the workflow requirements for the
efficient daily operations, activities, and services managed and
provided. The COO assists in the day-to-day operation of activities
and services managed by the Superintendent and in ensuring the
efficient and prompt interaction with the Superintendent and all
direct reports.Qualifications:
- Minimum of 7 years of successful supervisory, administrative,
and leadership experience in corporate, public, or educational
institutions.
- Work experience must include planning and development, daily
interaction and coordination, and supervising managers and/or
directors.
- Knowledge of school district operations, educational
legislation, account funding, and Illinois School Code.
- Experience leading facility management and building & grounds
of a District or equivalent industry experience.
- Experience with leading significant construction and renovation
projects in schools is required.
- Experience with combining new systems/mechanicals with existing
systems/mechanicals and documenting appropriately required.
- Prior successful planning and implementation of preventative
facility maintenance.
- Required knowledge of all trades, which include but are not
limited to: HVAC; Electrical; Plumbing; Grounds; Technology.
- A college degree is required, preferably in a relevant and/or
related field.
- Chief School Business Official Endorsement (CSBO) endorsement
is preferred.
- IASBO certifications of Certified Professional Maintenance
Manager (CPMM), Certified Professional Supervisor (CPS), Facilities
Management Designation Program (FMDP), or Certified Construction
Manager (CCM) is preferred.Essential Functions:The criteria
indicated below are intended to describe various types of work that

task of the position.This role will organize, administer, and lead
a comprehensive program of maintenance and custodial services that
provide and maintain in an efficient and economical manner the
facilities, grounds, and equipment of the District. The person will
also assure the community of a clean, safe, attractive, and healthy
environment in which to learn and work.Facility Operations
- Responsible for overseeing and leadership of all District
facility operations personnel, maintenance and construction
projects.
- Develop uniformity throughout the District for maintenance,
custodial, and grounds services.
- Manages the District's real estate including the sale of
properties as directed by the board of education.
- Implements and oversees the master facility planning process
and plan implementation.
- Provides leadership and advice to the Superintendent on
facility needs in the district.
- Supervise the removal of snow and ice so that safe conditions
exist and schools can open in a timely manner.
- Acts as District Integrated Pest Management Coordinator.
- Assures the District is in compliance under this mandated set
of regulations.
- Coordinates and monitors the performance of vendors.
- Maintains intergovernmental agreements and relationships.
- Maintains a collaborative working environment.
- Maintains appropriate community relations and
communication.
- Oversee the successful completion of all annual safety
inspections for each building in compliance with the Illinois
School Code.School Facility Planning and Construction
- During construction projects, responsible for directing the
planning and coordination of the successful implementation of those
construction projects.
- Ensure that project completion is effectively managed per the
timeline and budget while limiting disturbances of the educational
environment.
- Work closely with the architectural firm and construction
management staff members to ensure successful implementation of the
facility enhancements.
- Act as the District's representative at all
construction-related meetings.
- Coordinates construction projects to ensure minimal impact on
the schools and acts as the District's liaison with architects,
engineers, and contractors.
- Attends all construction meetings and is the liaison for the
District in all construction matters.
- Reviews and analyzes bids, administers pre-construction
meetings, and provides recommendations to the Superintendent, CSBO,
and the Board as needed.
- Works with the Building Managers and assists in developing the
annual budget for buildings and site maintenance, modifications,
equipment, services, and supplies especially as it relates to the
construction project.
- Develops program needs based on significant changes in facility
upkeep, current education trends in terms of facility needs,
regulations, and facility operations best practices to evaluate
alternatives and develop and implement change.
- Work with the building Principals and administrative staff in
developing, planning and executing the District's 10-year capital
projects list.
- Work with the Building Administration and Building Managers on
the public use of the District's buildings and grounds.Health and
Life Safety
- Administers the District's health/life safety program for all
buildings and performs necessary internal testing.
- Prepares a school District disaster preparedness and recovery
plan to include safety drills, responding to an emergency with an
AED, Carbon monoxide alarms, lead testing, soccer goal safety,
etc.
- Works with the District architect and staff to compile a list
of life safety projects; follows life safety requests through all
stages until approval at the State level.
- Updates and ensures proper implementation of the preventative
maintenance program for our buildings and equipment.
- Collaborates with a wide variety of internal and external
groups (e.g. staff, regulatory agencies, professional services,
contractors, community organizations, etc) for the purpose of
implementing program components, creating long and short-term
plans, and addressing organizational objectives.
- Monitors efficiencies of all mechanical systems.
- Develop and maintain files for all buildings. These files
should contain blueprints, plans, specifications, as-built
drawings, contracts, bids, and other pertinent information relative
to construction, maintenance, and operations.
- Collaborates with the building managers in the recruitment,
training, coordination, and supervision of all custodial,
maintenance, and security personnel.
- Continues to monitor an indoor air quality program and response
plan with the building managers.
- Works with the administrative staff and building managers to
ensure the maintenance of District-wide security systems, fire
alarm systems, and energy conservation procedures.
- Administers regulatory compliances from state and local
agencies as they affect operations and building and grounds.
- Facilitates and/or participates in a wide variety of meetings,
workshops and seminars (e.g. board meetings, District meetings,
professional development, community, etc.) for the purpose of
conveying and/or gathering information required to perform
functions.Transportation
- Oversees the operations of the Transportation Department.
- Supervises and evaluates the Director of Transportation who
implements the Transportation program for the District.
- Develop recommendations for future transportation needs.Safety
and Security
- Supervises and evaluates the Director of Security who maintains
security and program safety.
- Oversee the development, implementation, and maintenance of all
safety and security programs, services, and strategies across the
entire district.
- Stay up-to-date on current security trends and technologies, to
support the continuous improvement of the District's safety
measures. Oversee the project management and implementation of new
security measures where appropriate.Personnel Management
- Evaluates and supervises the Director of Security, Director of
Transportation, Building Managers.
- Supports the professional development of personnel in security,
buildings and grounds, transportation.
- Assists in the recruitment, interviewing and assignment of
staff assigned to this position.Other

District procedures.
- Attends all Board Meetings, and prepares such reports to the
Board as are appropriate to their primary function and other

- Serves as a Board representative in negotiations with
bargaining units providing accurate historic, current and
prognostic data relevant to contract settlements, including data
relevant to benefit programs.
- Facilitates assigned board committees.
- Assists in the development and implementation of District
policies.
- Implement and observe all Board of Education policies for the
District.
- Supervises unused properties and assets of the District and
makes periodic recommendations for their usage or dissolution.
- Serves as a member of the Superintendent's Cabinet Team and the
District leadership team.
- Attends professional development that increases proficiency and
expands current knowledge base for the essential functions of this
role.

responsibilities as may be assigned by the Superintendent of
